The land in question, as well as all federal lands (except military bases and national monuments like Mount Rushmore) should be ceded to the states in which they are located. The Tenth Amendment to our Constitution reads, "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people." Nowhere in our Constitution have I found language delegating massive land-owning powers to the federal government, nor have I seen any language prohibiting the various states from owning land.
